Text effect:

1. create a text layer above your background layer and type your text or copy paste it from the source you already have.

2. Create another layer, type “ Art” and set the color of that to black.

3. Create a new layer name it Art2 and make sure clipping mask is activated.

4. copy and paste your text layer into Art2 layer and set the color of that to blue or whichever you desire.

5. you should get something like this as final result.
